The Federal Competition and Consumer Protection Commission (FCCPC) on Tuesday praised reforms introduced by the Lagos State Electricity Regulatory Commission (LASERC) aimed at reducing estimated billing and strengthening consumer protection in Lagos’ electricity market.
In a statement signed by FCCPC Director of Corporate Affairs Ondaje Ijagwu, the commission said the reforms, outlined in LASERC’s 2025 Lagos Electricity Market Report, included stricter enforcement against electricity supply without meters and a phased rollout of universal smart metering across the state.
Under the initiative, LASERC plans to begin compulsory metering from 2026 through feeder-by-feeder deployment of smart meters.
The reforms also include tighter oversight of electricity distribution companies, improved complaint resolution mechanisms and sanctions for operators that fail to comply with regulations.
FCCPC Executive Vice Chairman and Chief Executive Officer Tunji Bello described the reforms as an important step toward transparent billing and improved consumer confidence.
“Estimated billing remains one of the leading sources of consumer complaints within Nigeria’s power sector,” Bello said.
Bello said effective metering would promote fairness, reduce billing disputes and strengthen accountability within the electricity market.
He urged other state regulators and governments to adopt similar reforms to improve service oversight and consumer protection.
Bello also called on electricity distribution companies and market operators to support metering programmes and comply with consumer protection obligations.
The FCCPC said LASERC’s report identified gaps in service delivery, complaint resolution challenges and electricity supply issues affecting consumers in Lagos.
According to the commission, the findings highlighted the need for stronger consumer safeguards, sustained infrastructure investment and improved electricity service delivery nationwide.
The FCCPC reaffirmed its commitment to promoting transparency, accountability and fair market practices across Nigeria’s electricity sector.
